Yes, all applicants to the Call for Applications are required to complete the online application. Applications for the call for applications are submitted exclusively electronically, by completing the online application form and uploading the required documentation.

What are the basic documents I need to submit for the Call for Applications?
The basic documents required for applying to the Call for Applications for subsidised accommodation in a student dormitory are:
· a completed, signed and certified form "A" or "B"
· a certificate/confirmation of permanent residence (valid at the time of submitting the application for the Call for Applications) or a copy of a valid identity card.
Does Form "A" need to be certified?
Yes. Form "A" needs to be completed and certified with the signature and stamp of the responsible person of the higher education institution. Once the form is completed and certified, it needs to be uploaded to the online application.
What if my faculty is not listed when selecting a faculty?
If your faculty is not listed, you need to select a related faculty in Zagreb that corresponds to your study programme.
What if a related faculty is listed on Form "A", but the student office of my higher education institution refuses to certify such a form?
The student must download a blank Form "A", fill it in with the appropriate details, sign it and take it to the responsible person of the higher education institution for their signature and certification with the institution's stamp.
Are a grade point average of 4.5 for the first and higher years of study and the achieved ECTS credits (55 ECTS credits in the current year and an average of 55 or more ECTS credits in previous years of study) sufficient for a direct right to accommodation in a student dormitory?
In addition to the achieved grade point average and number of ECTS credits for a direct right to a place in a student dormitory, the monthly family income in the previous year must not exceed per household member the amount of 100% of the budget base (441,44 €).
I receive educational support under the regulations for Croatian Homeland War veterans and children of Croatian Homeland War veterans — can I obtain a direct right to subsidised accommodation in a student dormitory?
Yes, if you have an average of 55 or more ECTS credits in previous years of study, or if you are enrolling in the first year of study for the first time and had a secondary school average of 4.0 or higher, or if you enrolled in the first year of the first level of study for the first time in the current academic year and have earned 30 or more ECTS credits by the date of application for the Call for Applications.
What is the amount of the budget base (60%)?
In accordance with the Act on the Execution of the State Budget of the Republic of Croatia, the budget base (100%) amounts to 441,44 €. Accordingly:
60% – 264,86 €
What is included in the income threshold calculation?
In addition to personal income, all non-taxable receipts listed in Annex 1 of the MZOM Rulebook are also included.
Do I need to upload certificates from the competent tax administration regarding income amounts for household members who have no income?
For students and household members who have permanent residence in the Republic of Croatia, the University of Zagreb Student Centre will retrieve data on total income earned in 2025 from the EDIP records (Tax Administration).
Students who have permanent residence outside the Republic of Croatia are required to upload certificates of total income earned from the competent Tax Administration outside the Republic of Croatia for 2025 (for all household members, including minor siblings, as well as the student as the applicant for subsidised accommodation in a student dormitory) from the competent tax administration, regardless of whether they earn income or not.
To receive points for the stated status, it is mandatory to complete the declaration of household members.
Do all students need to provide a declaration of household members and submit income certificates?
The declaration of household members and income certificates (for household members who have permanent residence outside the Republic of Croatia) are only uploaded by those who meet the conditions under Article 7, Article 8 (paragraphs 1 and 2) and Article 15 (paragraph 11) and Article 17 (paragraphs 3 and 4) of the Rulebook on the conditions and manner of exercising the rights of full-time students to subsidised accommodation of Ministarstvo znanosti, obrazovanja i mladih.
How do I indicate on the declaration of household members that I want the University of Zagreb Student Centre to retrieve data on a death / birth certificate via OIB?
The University of Zagreb Student Centre, at the student's request, accesses state registries for institutions under the jurisdiction of MZOM and retrieves data from the death or birth registry, for a parent and student whose permanent residence is (was) in the Republic of Croatia. When a student wants University of Zagreb Student Centre to retrieve a parent's death certificate, they should state the first name, surname and OIB or JMBG of the deceased parent on the declaration of household members with the note "deceased".
Where can I obtain a certificate/confirmation of permanent residence (applies to citizens of the Republic of Croatia with permanent residence in the Republic of Croatia)?
You can obtain a certificate/confirmation of permanent residence at any local police station (regardless of your place of permanent residence) or via the e-Građani portal. Instead of a certificate/confirmation of permanent residence, you can also upload a copy of a valid identity card.
I have passed all exams in the academic year 2025./2026. — can I receive additional points for this?
Students who earn 58 or more ECTS credits in the current academic year, including ECTS credits for the final thesis on a university undergraduate or professional undergraduate programme, by the date of application for the Call for Applications, and who have earned an average of at least 55 ECTS credits in previous years of study across all levels, can receive additional points.
I am a first-year or higher-year student. However, I am now enrolling in a new study programme (first year of the same level again). Do I compete with secondary school grades or with ECTS credits and the grade point average achieved on the previous study programme?
A student who changes their study programme (without completing the previous study programme at the same level) and re-enrols in the first year on another programme cannot apply with secondary school grades. The student competes with the grade point average and number of ECTS credits earned on the previous study programme.
I completed my undergraduate / professional level at a higher education institution outside Zagreb. Can I apply for the Call for Applications for subsidised accommodation in a student dormitory in Zagreb?
A student who completes the undergraduate level of study at another higher education institution can apply for the Call for Applications and obtain the right to accommodation in a student dormitory in Zagreb. The application deadline is the same for all students who wish to receive accommodation in the academic year 2026./2027. Students who are currently enrolled in the final year of the undergraduate level of study outside Zagreb and will continue their studies at the graduate level in Zagreb in the following academic year must apply as undergraduate-level students (with the grades and ECTS credits they have earned up to the time of applying for the Call for Applications).
My brother has just finished secondary school and is enrolling at a faculty. Do I need to upload a certificate from his secondary school or a certificate of enrolment at the faculty?
You need to upload a certificate of your brother's enrolment at the faculty.
Data for a brother or sister in regular education in the Republic of Croatia (primary, secondary and higher education) is retrieved by the University of Zagreb Student Centre via e-Matica and the ISSP system. To enable this, the Declaration of household members must be completed.
My brother has just finished primary school and is enrolling in secondary school. Do I need to bring a certificate from his primary school or a certificate of enrolment in secondary school?
Data for a brother or sister in regular education in the Republic of Croatia (primary and secondary education) is retrieved by the University of Zagreb Student Centre via e-Matica. All applicants to the Call for Applications whose siblings attend primary or secondary school outside the Republic of Croatia must upload a certificate from the competent school institution. As an exception, for a sibling who will enrol in the 1st year of secondary school, it is not necessary to upload a certificate of enrolment in secondary school; instead, a certificate of the final year of primary school is attached.
I am a doctoral student and my place of permanent residence is outside the city of Zagreb. Can I obtain the right to a student dormitory?
According to the MZOM Rulebook, doctoral students cannot obtain the right to subsidised accommodation. The only exception are students with a disability of Group 1 enrolled in a doctoral programme, who can obtain the right to subsidised accommodation.
I am a recipient of the Special Rector's Award. Can I receive additional points?
No additional points are awarded for the Special Rector's Award.
If I do not obtain the right to subsidised accommodation in my preferred dormitory, does this mean I will not be placed in a student dormitory?
If you earn a sufficient number of points, i.e. the right to subsidised accommodation in a student dormitory, you will be placed in one of the student dormitories.
I am a first-year student who finished secondary school outside the Republic of Croatia, i.e. I am enrolling in the first year of study for the first time. Do I need to upload original secondary school certificates, certified copies of certificates, or are "ordinary" copies sufficient?
If the secondary school you attended certifies form "B", "ordinary" copies of certificates are sufficient; otherwise, you need to provide original certificates or copies certified by the school, or ultimately copies certified by a public notary of the Republic of Croatia.
I am a first-year student who finished secondary school in the Republic of Croatia, i.e. I am enrolling in the first year of study for the first time. Do I need to upload form "B"?
Students who completed their secondary education in the Republic of Croatia and are applying for the call for applications for subsidised accommodation in a student dormitory are not required to upload a certified form "B". The University of Zagreb Student Centre will retrieve data on the achieved grade point average from e-Matica.
Which is the competent institution in the Republic of Croatia for issuing a certificate/decision on established physical impairment?
Hrvatski zavod za mirovinsko osiguranje (MIORH) is the competent institution of the Republic of Croatia for issuing a certificate/decision on the category of disability. Persons with disabilities can request a certificate from the Register of Persons with Disabilities via the e-Građani portal.
Where can I request a certificate of registration in the Register of Persons with Disabilities?
Persons with disabilities can request several different electronic certificates via the e-Građani portal and the e-service Certificates from the Register of Persons with Disabilities. The certificates serve as proof of the person's current status in the Register of Persons with Disabilities.
In the academic year for which the Call for Applications is published, I will enrol in the first year of the second level of study for the first time, and I currently have a repeated year at the first level of study, or in the current year I only have my final thesis and exams remaining which together carry fewer than 18 ECTS credits, or I completed the first level of study in previous years. Do I have the right to subsidised accommodation?
Yes, students who will enrol in the first year of the second level of study for the first time in the academic year for which the Call for Applications is published, and who currently have a repeated year at the first level of study, or who in the current year only have their final thesis and exams remaining which together carry fewer than 18 ECTS credits, or who completed the first level of study in previous years, have the right to subsidised accommodation under Article 6, paragraph 2 of the MZOM Rulebook.
How can I calculate the average ECTS credits per previous year of study?
From the total number of ECTS credits earned during the study, subtract the ECTS credits earned in the current year, and divide the result by the number of years of study (not counting the current academic year). E.g. a third-year student has a total of 180 ECTS credits on the programme, and has earned 60 ECTS credits in the current academic year, giving a result of 120 ECTS credits which is divided by 2 years of study. This gives a result of 60 ECTS credits in previous years of study.
Which document do I need to upload if my parent is a Croatian Homeland War veteran or a member of the HVO who participated in the defence of sovereignty for at least 100 days in a combat sector?
You need to upload the decision/certificate of recognised status from the competent county authority, or the City of Zagreb (Ministarstvo hrvatskih branitelja), or for HVO members the decision of the Federal Ministry for Veterans and Disabled of the Homeland War, and the student's birth certificate/extract from the birth registry (The University of Zagreb Student Centre, at the student's request, accesses state registries for institutions under the jurisdiction of MZOM and retrieves data from the birth registry, for the student whose permanent residence is in the Republic of Croatia).
